How to bring known supply teachers onto GCA framework terms

Finding reliable supply staff is a constant priority for school leaders. Often, you already know the perfect person for the job. They might be a former colleague, a trusted contact from a neighbouring school, or a direct applicant.

While you want them in your classrooms, handling their payroll, compliance, and employment administration internally can drain your school’s valuable resources. This is where the Government Commercial Agency (GCA) RM6376 framework offers a highly effective solution.

Of all the features available on the framework, the nominated worker route is frequently overlooked. However, once school business managers and headteachers discover how it works, it quickly becomes a preferred method for managing known talent. This guide explains exactly what a nominated worker is, when to use this approach, and how you can seamlessly bring trusted educators onto framework terms.

What is a nominated worker?

A nominated worker is a candidate you have identified yourself, rather than someone sourced by an agency. You refer this individual to a named framework supplier, who then takes over the administrative heavy lifting.

The supplier manages their vetting, employment risk, and payroll. Once the onboarding is complete, you simply book the educator through the supplier. You gain all the benefits of the framework, including transparent fees and strict compliance, for an educator you already know and trust.

When the nominated worker route makes sense

Schools typically use this route to drive operational efficiency in a few common scenarios.

If a former member of staff is available for cover, you already know they fit your school’s culture. Perhaps they are returning from maternity leave or have taken early retirement but want occasional work. You trust them, and the students know them well.

Similarly, a headteacher at a neighbouring school might recommend a brilliant supply teacher. If they are not registered with your current agencies, you can nominate them directly to a framework supplier.

You might also meet an excellent candidate at a CPD event or receive a strong direct application via email. The nominated worker route gives you a structured, compliant way to engage these professionals quickly.

Why choose this route over direct employment?

School leaders choose the nominated worker route over direct employment for three main reasons:

  • Risk management: The supplier carries the employment risk. Complex issues like IR35, statutory rights, holiday pay, and employer National Insurance all sit with the supplier, protecting your school.
  • Safety and compliance: Keeping students safe is your top priority. The supplier takes full responsibility for completing and refreshing all KCSiE-compliant vetting. This includes DBS checks, identity verification, references, and prohibition checks.
  • Simplified payroll: Your school pays a single, clear invoice. You avoid the hassle of running temporary workers through your internal payroll system.

For short-term or flexible engagements, this route saves significant administrative effort. If the role becomes genuinely permanent down the line, you can easily transition them later.

How fees compare to agency-sourced workers

Because your school has done the work of sourcing the candidate, nominated worker fees are typically lower than standard agency placements. The supplier still handles the employment, payroll, and rigorous vetting, but the recruitment cost component is heavily reduced.

All framework suppliers operate within published fee caps. Most suppliers price nominated worker arrangements meaningfully below these maximum caps, helping you reduce recruitment costs and protect your budget.

How it works in practice

The process is remarkably simple and designed to integrate smoothly with your existing operations. Here is a step-by-step look at a typical engagement:

  • Identify the worker: You find the educator you want to hire.
  • Contact your supplier: You reach out to a trusted framework supplier and inform them you have a nominated worker.
  • Make the introduction: You introduce the candidate to the supplier, usually via a quick email.
  • Registration and vetting: The supplier runs the KCSiE checks, gathers references, and sets up payroll.
  • Confirmation: The supplier confirms the worker is fully vetted and available.
  • Book the worker: You book the educator exactly as you would any other framework staff member.

If the candidate already holds an up-to-date DBS and valid references, this process takes just a few days.

What remains the same

Using the nominated worker route keeps your school fully protected. It is a recognised pathway within the framework structure, meaning all standard operational benefits apply.

KCSiE vetting standards remain identical. There are no shortcuts in safeguarding just because you nominated the worker. You will also retain full fee transparency, seeing the worker’s pay, on-costs, and the supplier fee broken down clearly on every invoice.

Crucially, the standard temp-to-perm rules continue to apply. After 12 weeks of work, you can transfer the educator to a permanent contract at no additional fee, provided you give four weeks’ notice.
